Specific Permissions Delegated to an OU

I have an OU within my AD structure that I want to delegate special permissions to, however I already have permissions that are inherited from another level. I have tried the special block inheritance, but it still will allow the other permissions to override. Is there a way to remove the permissions that are delegated from the above OU's and delegate new rights for what I need?

(as far I'm aware) there is no way to block Roles/AT permissions inheritance on Child Object.
There if a way to block Policy inheritance on child object.
