Specific Permissions Delegated to an OU

I have an OU within my AD structure that I want to delegate special permissions to, however I already have permissions that are inherited from another level. I have tried the special block inheritance, but it still will allow the other permissions to override. Is there a way to remove the permissions that are delegated from the above OU's and delegate new rights for what I need?

  • there has to be a way to make this happen, otherwise the least restrictive permissions could override the more restrictive. there should be a function so that the default permissions applied above can be either blocked or removed per OU.
