Removal of Distribution groups/Security groups

I have in place some policies to add users to different security groups and email distribution groups under the same OU. However my removal of distribution groups does not run unless I force run that policy. Has anyone else come across this issue? We were told when we bought Active Roles we could move people and based on our adding policies that they would get removed as well. That's not happening for us. Thank you in advance.

Group Automated Membership Policy - needs to specify both add condition and remove condition separately.

I have the add and remove conditions as separate policies. That's why I am confused as to why when I move a person from one job title to the next and the groups all change, it add the new security and email groups to that user but doesn't take off the ones that shouldn't be listed.
