Is there a way to point PowerShell to ARS instead of AD.

There is a PowerShell module for Active Roles management activities, 

The equivalent to the command you listed, to make the change via Active Roles, would be:

Add-QADGroupMember -Identity "GroupName" -Member "Member" -proxy

Without the -Proxy parameter it would attempt to perform the action via Active Directory, with points the command to Active Roles.
