New Object Events

Client has an HR system that uses Boomi (sp?) to update AD overnight.  They do not want to change this.  Are there any events within ARS that are fired and can be acted on when a new object is added to the ARS environment?  I've tried with just an Admin Provision Policy and with a Workflow, but it doesn't seem that the onPostCreate event fires unless the object is created from within ARS.
