Duplicate GUID during deprovisioning sync workflow.

Currently I have a workflow from our HR system that deprovioned users once they leave the company.  From time to time, the workflow aborts saying there are duplicate GUIDs in Active Directory.  When I look into this, I do not see any duplicate GUIDs in Active Directory for this user.  I am wondering if during the sync it is moving the user to a different OU and trying to do other things while replication is not complete.  Maybe talking to two different domain controllers for the same user?

Error: Synchronization steps aborted. Details: UniqueId values of two or more objects are identical.

Any ideas on how I can better troubleshoot this issue?  Thanks!
