Creating a manage unit issues

I'm trying to create a manage unit to include all objects within an OU but to exclude an OU that's inside of the requested OU. So far I have used two criterias, one to include by Query and the other to exclude by Query. It is not adding the excluded OU, which is good but for some reason it is not including all objects within the OU for the inclusion.

I think I just found my answer just now! I added another rule to add "Retain Deprovisioned Objects" This added the missing users that were not showing up.

So since I got the managed unit working this way - how can I add deprovisioned objects in a Dynamic group?
