modules can be removed, but it is not a Wizard driven activity due to the impact this has across the product. There are a couple of use cases we have identified which we think make sense, but generally we do not recommend it. There will be significant impact across the product and removing a module will therefore require you to perform a new migration.
We do not recommend removing the ARS module, because it is part of the standard package. You will loose the report "Groups without an Owner" if you uninstall ARS.
