How to Retain Group membership of Temporary disabled user

These settings are controlled on the manage level for the Account Definition. Active directory, for example, where you created the Account Definition is the "Manage levels" node. Within this are the Full managed and Unmanaged settings. Set the appropriate options for the manage levels.

Is there any other option than Manage level. The client want to temporary disable the account but it is actually fully managed.

I suggest you take a look at the documentation. The Target System Base Module Administration Guide describes your use-case for temporarily disable accounts.

You need to set the option Retain account definition if temporarily disabled on your account definition and Retain groups if temporarily disabled on the manage level master data of Full managed.
