Is the password manager user site the only site that is not working or are all the sites not working?
Are there any errors in the windows event log viewer? On the PM server -> Event log viewer-> application and service logs-> One Identity Password Manager
Also please note that version 5.6.3 is no longer a supported release of the product, therefore please make arrangements to upgrade when possible.

From the error it seems like the Port Password Manager uses 8081 is being used by another process:
You can try changing the port within the PMAdmin site.
Another possible cause is that site is unable to reach the PM service due to a corrupted internal encryption key, therefore you can try the following:
1. Stop the Passwordmanager service
2. Make a copy of "C:\ProgramData\One Identity\Password Manager\Local.storage"
3. Open "Local.storage" in a text editor (i.e. Notepad), search for "certificateThumbprint" and copy the value into notepad then delete the value between the quotes (" ")
4. Restart the Password Manager service
