Hi,
Yes SPP supports managing Azure AD accounts via Starling Connect, here is a summary of requirements but I would recommend consulting with One Identity Professional Services for new implementation based on your needs.
SPP needs to be joined to Starling:

Starling needs to be configured with a Starling Connect that is connected to Azure AD:

SPP then can create a registered connector:

After that you can add an Azure AD Asset under Assets in SPP by selecting the platform as Azure AD 1.0
Add Azure AD accounts to this new Azure AD Asset
