I had to add three Users on Urgent basis while New Licenses are arranged for New Users. I had 25 Users granted but now exceeded to 27 and it seems some Functions are not working any more like "Set Password" "Unlock User" "Activate / ".
Can over committing allowed user to use SPP block the functions of SPP ?
