Workflow plicy not running

Change Workflows are all about the "Workflow options and start conditions"

Can you post a screenshot of yours?

Without a screenshot, my best guess is that your filter is not set on the "Requested Changes" of the Workflow Target.

I'm still struggling with this, can I ask, should the operation condition for thw workflow be "Create" or "Update"? 

I've tried with "Create" and the filter condition for 'Requested change of the attribute', but no email is being sent still.

If you want something to happen when a user object is created, then the operation condition should be "Create - User". Please post screenshots of your "Workflow Options and Start Conditions"

Also, check the Change History of the user after you create it. The Workflow should show under the "Workflow activities and policy actions". Maybe it is firing, but there is an error.

There's nothing in the change history for a recent user which would suggest that the workflow is even trying to run.

The Workflow start conditions look fine.

What Active Roles client are you using to create the object? From your filtering condition, extensionAttribubte3 must be set to DCs. How is that being set?

How do I find out the AR client version? Sorry, I'm new to AR!

The users are being created by the Sync Service from a CSV file.

Do you have a screenshot of the change history of the user account being created by Sync?, specifically the value of EA3 being set? Or is the a modify request also? 

Also just to confirm, is the Sync connection from CSV to AD or CSV to Active Roles? (I can see the label says Active Roles, just would also be useful to double check it is an Active Roles connection)

Sure, here's the change history from Sergejs being created , as you can see, the attribute is being set at creation.

The Sync connection is definitely CSV to AR, and other workflows are being ran during and after provisioning.
