is there any possibility to set the delegation (as Admin) to people who already left for vacation and forgot to set it themselves?

for this scenario there is a chief approval team. They can't delegate, but they can approve, deny, etc in the approval workflows for ITShop and Delegation. Maybe this suits your need in another direction.

yes, we are aware of this option, but is just a workaround at the approval has to be given in every case and can not be set overall.

You should be to create the delegation as employee administrator in the Web Portal via Responsibilities -> Governance Administration -> Employees -> ...
If not, contact support and ask for hotfixes for VPR#33766 and VPR#33773 for your use-case,
Thank you Markus. Any idea which internal OneIdentity role is required to get "Employee" tile. At the moment I can only see "System Entitlements".
Will also get 33766 and 33773 checked.
